CONATEL/taxes collectées: Jean Marie Guillaume doit tout expliquer

Au mois de novembre 2012, environ 50 millions de dollars ont été collectés sur les appels internationaux entrants par le Conseil national des télécommunications (CONATEL), 30 millions ont été versés au trésor public au profit du Fonds national d’éducation (FNE), et 5 millions investis dans l’achat d’équipements, c’est ce qu’a révélé le rapport produit par la Commission travaux publics du Sénat haïtien. Ce document qui fait suite à l’audition du 7 novembre dernier du ministre des TPTC Jacques Rousseau et du directeur général du CONATEL Jean Marie Guillaume,révèle une série d’anomalies dont un contrat de l’ordre de 4 millions de dollars passé gré à gré avec la firme LGF.

Jean William Jeanty, président de la Commission travaux publics du Sénat,qui dénonce les opérations irrégulières pratiquées par le directeur général du CONATEL, appelle la Cour Supérieure des Comptes et du Contentieux Administratif (CSCCA) et l’Unité de Lutte contre la Corruption (ULCC) à réaliser un audit sur les deux comptes bancaires de l’institution en question.

L’état haïtien prélève 5 centimes sur chaque minute d’appel international entrant. Or, chaque mois, 60 millions de minutes sont enregistrées et sur une période de 23 mois, les fonds collectés devraient être estimés à 60 millions de dollars, selon les calculs effectués par le sénateur Jocelerme Privert, président de la Commission finances du grand Corps. Le parlementaire qui s’y connait en la matière, demande des explications à Jean Marie Guillaume. Mais, ce qui préoccupe le plus M. Privert c’est cette habitude développée par certains directeurs généraux d’attribuer des contrats à des firmes sans appel d’offre, ou encore d’effectuer des dépenses engageant les institutions de l’état qu’ils dirigent à des fins personnelles.

La commission des affaires sociales du sénat, qui a récemment enquêté sur la gestion de l’ONA a révélé que le directeur général de cette institution a augmenté de plus de 50% son salaire et celui de ses proches collaborateurs, et fait l’acquisition de trois Prado (Toyota de luxe) coûtant chacun 76 mille dollars américains. Le véhicule affecté à son service personnel a été blindé pour environ 30 mille dollars.

Bernard Degraff a même osé transférer des fonds de l’ONA dans une banque privée de la capitale haïtienne, avait dénoncé le sénateur Francky Exius.
